Paper Title: BALANCED SCORECARD – IMPLEMENTATION ISSUES IN THE PUBLIC SECTOR
Abstract:
 
Balanced Scorecard (BSC) is the newest trends in Performance and Strategic Management realms, a managerial intervention being widely adapted in both the public and private sectors across the globe. Although the developed countries have shown an overwhelming response of adapting this system for aligning strategies, making the intangibles measurable and bringing reforms in their strategic and performance appraisal architectures, the developing countries have slowly but surely started to catch up and display the urgency and need for its adaption. The transformation of corporate strategies and measures of Performance appraisal in the public and private sectors of developing countries from the old singular (financial) perspective based systems is seen to be shifting to the multiple perspective based BSC system, especially in the last decade or so. However this adaption is not without perils and perplexity. Implementation in all the varying stages is confronted with numerous challenges ranging from conceptual to monitoring paradigms. These conundrums, though common to both sectors and management dominions, are visibly more pronounced in the Public sector. Focus of researches towards highlighting the issues of the private sector casts shadows on the problems confronting the mangers in the public sector. This study hence endeavors to make a qualitative inquiry into the implementation archetype of BSC and highlights the issues faced by managers and practitioners in implementing the BSC system in Public Organizations in developing countries.
